The File Library is part of the opt-in features, which are not used by some clients.

Documents acts as a repository for the files you want to store and share. With the appropriate access, you can upload, read, write, and modify files, and you can create folders. For more information about access, see File and Folder Access.

For example, a folder containing sensitive documents can be restricted so that only Organization Admins can view or download the files.
